Dr. Ng is currently the Associate Professor at the School of Management and Programme Leader for the Bachelor of Health Information and Services Management (Hons) at Tung Wah College, Hong Kong. He received his PhD in Health Policy and Management from the University of Hull in the UK. Before joining Tung Wah College, he has extensive teaching, research, and management experiences at Hong Kong Polytechnic University, SPEED, University of Hong Kong, HKUSPACE, Chinese University of Hong Kong, CUSCS, Hong Kong Baptist University SCE, CityU SCOPE, Open University of Hong Kong and the University of Sunderland. Clinically, he served as the Head of Therapy Services in hospice care before. He is also the Deputy Chair of the Society for Health Administration Programs in Education, Vice President of the Hong Kong College of Health Service Executives, Fellow of the Australasian College of Health Service Management, Fellow of the Hong Kong College of Health Service Executives, and Fellow of the Hong Kong College of Community Health Practitioners.  His teaching and research areas including but not limited to: Health Policies and Healthcare Systems; Human Resources in Healthcare; Healthcare Operations Management; Leadership and Entrepreneurship; Health Services Management; Healthcare Information Systems; Service Design for Healthcare; Digital Health; End of Life.  His publication is available from https://www.researchgate.net/profile/Fowie-Ng 

Mr Willy CHAN

BAppSc (HIM), AFCHSM, AFHKCHSE, CHIM, CSM

​Willy Chan brings over 17 years of experience to advancing healthcare in Australia as a certified Health Information Manager and Digital Health expert. Operating at the intersection of technology and healthcare, Willy specialises in Clinical Information Systems, Quality Assurance, Automation and AI. At the Sydney Local Health District, Willy has been instrumental in overseeing the strategic implementation and management of electronic Medical Records (eMR) to ensure patients receive timely and efficient care. His passion for quality drives meticulous quality assurance and process optimization, ensuring system reliability and efficiency while significantly reducing costs and resource utilisation. Willy’s expertise extends internationally through his work with the World Health Organization. He enhances digital capabilities and literacy levels for member countries across the Western Pacific region and significantly contributes to global health information management standards. His efforts include developing the Data Management Competency Framework for the region, providing vital technical support and capacity building in data competency to the health workforce in member countries. With a robust background in technical and strategic roles, Willy continues to drive improvements in digital health, leveraging his skills to positively and sustainably impact healthcare outcomes both in Australia and globally.

Dr Teddy CHAN

DProf, MBA, BSc, MHKCS, CCNA, CCP.

Dr. Teddy Chan has more than 30 years of experience working in the field of information and communication technology (ICT), focusing on digital transformation, IT management, network security management, and big data analytics. He has had the privilege to collaborate with prominent corporations across various sectors in the Greater China Region, Japan, United States and European Union. These companies include Alstom, Alfa Laval AB, Coca-Cola, LVMH, Richemont, Hong Kong Hospital Authority, Hong Kong Police Force, Hong Kong Urban Renewal Authority, Hong Kong Interbank Clearing Limited, Bank of America, West of England Ship Owners Mutual Insurance Association, Sun Life Insurance, Grand Lisboa Macau, China Telecom, China Mobile, China Unicom, PCCW, and KDDI. Dr. Chan earned his Doctor of Professional Studies degree from the Middlesex University of UK, MBA degree from the University of Warwick of UK, and Bachelor of Science degree from the Chinese University of Hong Kong. He is currently or has previously worked as an adjunct lecturer and corporate mentor for undergraduate and postgraduate students in various universities in Hong Kong and mainland China. He has been invited to give presentations as a guest speaker at seminars. Additionally, Dr. Chan offered his ICT insights and experience in court cases, as well as in the composition of the Specification of Competency Standards of the ICT and electronic business industries for the Hong Kong Qualification Framework.

Dr Raymond Szeto

DBA, MIPA, MPhil (IS), MAppSc, MBA, MBCS

Dr. Szeto holds a doctoral degree in Business Administration and four master’s degrees in areas of International and Public Affairs, Information Systems, Applied Science (Operations Research) and Business Administration. Dr. Szeto has been working in business consulting field for over 30 years. Clients served include governments, NGOs, banks, airlines, public utilities, manufacturing and commercial organizations in Hong Kong, Australia, Singapore, US, Japan, Thailand, Taiwan and mainland China. Dr. Szeto had participated in various consulting projects in business productivity enhancement, re-engineering, supply chain management, people development, customer relation management,  outsourcing planning, strategic review and merging of business operations. Dr. Szeto has substantial consulting experience for international enterprises and assisted clients to strategize global business plans for meeting varied cultures and market demands. In particular,  Dr. Szeto started collaboration between academic institutes and business sector in China since 2006. Current projects include: AI for Traditional Chinese Medicine, health informatics for sports, rehabilitations and elderly centre management.

Mr Garry Wong

BAppSc (HIM), PMP

With over 15 years of experience in the healthcare and pharmaceutical sectors across Hong Kong and Sydney, Garry specializes in hospital operations management including workflow optimization, business transformation, stakeholder engagement and overseeing health information & medical record standards at St. Teresa’s Hospital. He has contributed to various initiatives, including the eHRSS domain workgroups and multiple Public-Private Partnership (PPP) Programmes in collaboration with the Hospital Authority and the Department of Health. Additionally, Garry works closely with private practices and insurance companies to enhance price transparency and streamline the patient’s claim through end-to-end claims processing projects. 

He believes that effective health information management is the cornerstone of advancing healthcare. By leveraging data management and innovative applications, it not only improves service quality but also elevates patient experiences.

Ms Sharon Campbell 

BSc.HIM, MHIM, CHIM

With over 29 years’ experience across the health, business and academic sectors, Sharon is focused on maximising efficiencies and improving areas related to health information management and the health sector. An extensive knowledge of a range of corporate and accreditation requirements for the health sector is evident.

Sharon has held key positions in the field of Health Information Management/Business Management with both public and private health services.  A key project role is currently held in relation to the development of a new hospital through Aegis Health in the grounds of Fiona Stanley Hospital, Western Australia. 

Sharon is also an experienced educator in health administration/information management and has practiced across multiple campuses, including a current position at Curtin University. Key positions are also held in volunteer organisations in the field of Health Information Management including that of Regional Director, Western Pacific (IFHIMA)/IFHIMA National Director Australia (HIMAA) and convenor of the HIMAA Privacy and Security Community of Practice. 

Sharon graduated from Curtin University with both a Bachelor of Health Information Management and a Masters of Health Administration. A graduate certificate in Health Auditing and Data Integrity (Honours) is held from La Trobe University.

Ms Gladys Yip

Gladys Yip brings over 15 years of experience to advancing healthcare in Hong Kong as a Health Informatician specializing in digital health solutions. Her expertise focuses on enhancing clinical workflows and electronic health records. At the Hospital Authority, she has been instrumental in managing the strategic implementation of various systems within the Clinical Management System (CMS) and the eHealth Sharing System (eHealth), ensuring that patients receive timely and effective care. Her commitment to quality drives thorough quality assurance and process optimization, enhancing system reliability while significantly reducing costs and resource utilization.

Gladys collaborates with the Health Bureau and external stakeholders from both the public and private sectors to identify strategic targets for the development of the Electronic Management Record System. She also leads training initiatives for health informatics teams to enhance their skills and knowledge, fostering a culture of continuous improvement and innovation in the field.

She oversees critical projects like the eHealth Adoption Sponsorship Scheme and the COVID-19 Vaccination Programme to ensure their successful implementation and evaluation. Additionally, she has worked on planning and implementing various health informatics projects, including clinical management systems, AI applications, and the development of health-related mobile apps. Her diverse experience includes roles as a Clinical Coder in Sydney, supporting the accurate classification of diagnoses and procedures, and she has worked in primary healthcare settings for clinical administration. With a strong background in both technical and strategic roles, Gladys continues to drive improvements in digital health, creating a positive and sustainable impact on healthcare outcomes in Hong Kong and beyond.
